An overseas buying agent (해외구매대행), sometimes called a personal shopper, buys products from overseas online stores on your behalf and ships them to Korea. Its biggest advantage is that you don't have to sign up for foreign sites, pay in foreign currency, or deal with local shipping and customs paperwork yourself. It may look a lot like direct buying or a shipping forwarder, but the cost structure and scope of responsibility are quite different.

What Is an Overseas Buying Agent? Handing Off Everything From Purchase to Customs
The Korea Customs Service divides the ways of bringing in goods from abroad into three broad types: direct delivery (직접배송), where you order from an overseas online store and receive the goods yourself; shipping forwarding (배송대행), where you order yourself but receive the goods via a local warehouse; and buying agent service (구매대행), where you pay for the goods, logistics and a fee and leave everything from purchase to delivery to a company (Korea Customs Service, Seoul Customs).
The core of a buying agent is delegation. The consumer passes on the product and conditions they want, and the agent handles everything from choosing the seller to payment, shipping and customs. That's why the same product can turn out differently depending on what the agent checks.

How an Overseas Buying Agent Works: 7 Steps From Request to Delivery
- 01Request: Send the product name, a link or a photo, along with options (color, size) and your budget.
- 02Quote: You receive a total that adds up the product price, local and international shipping, the agent fee, and estimated duties and VAT.
- 03Payment: Review the quote and pay. At this point you also submit the recipient's name and Personal Customs Clearance Code (개인통관고유부호), a personal ID number used for customs in Korea.
- 04Local purchase: The agent orders from the seller and checks stock and authenticity.
- 05International shipping: The goods are sent to Korea from a local warehouse or the seller by express courier, international mail, sea freight or similar.
- 06Customs clearance: The goods go through list clearance or an import declaration, and duties and VAT are added if they're taxable.
- 07Domestic delivery: Once cleared, the goods reach you by domestic courier. You can also track clearance progress on UNI-PASS, the Korea Customs Service's online portal.

Customs Basics: List Clearance, Standard Clearance and Duty-Free Limits
Personal goods arriving in Korea from abroad clear customs along two main paths: list clearance (목록통관), a simplified customs process with minimal paperwork, and standard clearance (일반통관), which requires a formal import declaration. Which path applies determines whether you pay tax.

Here, the “goods value” includes the product price plus taxes, inland freight and insurance within the shipping country, but excludes international shipping to Korea (Korea Customs Service FAQ). Also keep in mind that if one box mixes list-clearance items with excluded items, the whole box is taken out of list clearance. Splitting shipments to stay under the threshold doesn't work. Goods that arrive on a single waybill but are cleared separately, or goods bought from the same overseas seller on the same day and brought in separately, are added together for tax purposes (Korea Customs Service FAQ). Conversely, since November 17, 2022, goods from different sellers or bought on different days are not added together, even if they arrive on the same day (Korea Customs Service).
Personal Customs Clearance Code: annual renewal from 2026
The Personal Customs Clearance Code is a personal identification number used for customs in place of your resident registration number, and it's issued through UNI-PASS. To prevent misuse, the Korea Customs Service introduced a one-year validity period, fully in effect from 2026. If your code was issued before 2026, it expires on your birthday in 2027, and if you don't renew it within 30 days before or after the expiry date, it is automatically canceled (Korea Customs Service).
From August 28, 2026, a one-time verification code system also began, alongside a pilot of a dedicated customs clearance platform for e-commerce. If you're newly issued a code or change details such as your address on or after that date, you must enter a one-time code received by text or email along with your clearance code when ordering from abroad (Korea Policy Briefing).
How are duties and VAT calculated?
If goods are taxable, the dutiable value is first set by adding international shipping and similar costs to the goods value, and duty is charged by multiplying it by the item's duty rate. VAT is 10% of the dutiable value plus duty (including individual consumption tax and similar taxes, where they apply). Example scenario
The same sneakers, shipped from the US vs. Japan: the tax difference
A hypothetical calculation for illustration, assuming an exchange rate of ₩1,400 to US$1 and a duty rate of 8%.
- 1Buy a pair of US$180 sneakers from a US online store and have them sent by express courier, and they're under the US$200 threshold for US shipments, so they qualify for list clearance with no duty or VAT.
- 2Buy the same sneakers from a Japanese seller for US$180 and they exceed US$150, so they require an import declaration, and tax applies to the full amount, not just the excess.
- 3Add US$20 of international shipping for a dutiable value of US$200 (₩280,000); at 8% duty, the duty is ₩22,400.
- 4VAT is (₩280,000 + ₩22,400) × 10% = ₩30,240, for a total tax of ₩52,640.
Even at the same price, taxes can differ by more than ₩50,000 depending on the shipping country and clearance method. Always check whether your quote includes estimated taxes.
7 Things to Check Before Using an Overseas Buying Agent
- Business details: Check that the site displays its business registration number and mail-order business registration number (통신판매업 신고번호).
- Quote breakdown: Make sure the product price, local and international shipping, fees, and estimated duties and VAT are listed separately. It should also be clear whether taxes are included or charged separately.
- Seller and authenticity: Ask which seller the agent buys from and how it verifies authenticity.
- Stockouts and price changes: Check in advance whether you'll be refunded or asked to pay more if the item sells out or its price rises after you pay.
- Return costs: As a rule, the consumer pays return shipping for change-of-mind returns, so costs can climb if the item has to go back abroad (Easy-to-Find Practical Law (in Korean)).
- Items excluded from list clearance: Health functional foods, food, medicines and similar items require an import declaration, and depending on the item there may be quantity limits or extra requirements.

The Overseas Buying Agent Business From the Seller's Side
Many buying agents run a zero-inventory model and don't buy stock in advance. Because they buy from the overseas seller and ship only after an order comes in, upfront capital needs are small, but exchange rates, local stock and delivery times become risks in their own right. Revenue usually comes from an agent fee or margin charged on top of the product price and logistics costs.
- 01Business registration: Under Article 8 of the Value-Added Tax Act (in Korean), you apply for business registration within 20 days of the date you start the business.
- 02Mail-order business registration: Businesses that sell online file a mail-order business report (통신판매업 신고) under Article 12 of the E-Commerce Act (in Korean). There are exemption criteria for businesses below a certain size.
- 03E-commerce operator registration with the Korea Customs Service: On June 5, 2026, a registration system for e-commerce operator codes under the amended Article 254 of the Customs Act went live. It applies to Korean businesses that act as buying agents or sales intermediaries for cross-border goods, and buying agents previously registered with the Korea Customs Service must register again through UNI-PASS e-commerce operator services (Korea Customs Service press release).
Sellers also have supply obligations set by law. If it becomes difficult to supply a product for which they received prepayment, they must notify the consumer of the reason without delay and, within three business days of the payment date, issue a refund or take the steps needed for one (Article 15 of the E-Commerce Act (in Korean)).
