At first glance, PMP and overseas buying agents (해외구매대행) look like fields that have little to do with each other. One is a project management certification; the other is the business of buying products from abroad on someone else's behalf. But take a single purchase apart and the two share a remarkably similar structure.

Why Each Overseas Purchase Is a Small Project
PMI defines a project as a temporary endeavor undertaken to create a unique product, service or result (PMI). An overseas purchase request fits this definition well. It begins when the request comes in and ends when the product reaches the customer, and even for the same product, the result differs every time because each customer's conditions and timing differ.
The constraints that bind projects show up here too. If any one of scope, time, cost or quality wavers, the outcome the customer experiences changes.

Exchange Rates, Stock, Customs, Shipping: Managing the Risks of Buying Abroad
Buying from abroad is harder than shopping domestically because there are more variables you can't control. In project management, identifying and analyzing these uncertainties in advance and deciding how to respond is called risk management.
Exchange rates
If the exchange rate moves between the time you check a price and the time you pay, the amount in Korean won changes. When quoting a price, the basic rule is to state the reference time and the currency.
Stock
Stock at overseas sellers changes in real time, and limited editions can sell out in an instant. Lining up alternative sellers in advance is the classic response.
Customs
Goods for personal use brought into Korea can be exempt from duties and taxes through list clearance (목록통관), Korea's simplified customs process for low-value personal imports, if they are valued at US$150 or less (US$200 or less for shipments from the US) (Korea Customs Service). However, items such as health supplements, medicines and food are excluded from list clearance and must go through a regular import declaration (Korea Customs Service). Simply checking the item category from the start avoids a good deal of risk.
Shipping
Going through a package forwarder (배송대행지, a service that receives goods at an overseas address and reships them) adds legs to the journey, and with them the chance of delays, loss and damage. We also look at transferring or reducing that risk with insurance or inspection services.
Customers, Sellers, Forwarders, Customs: With More Stakeholders, Communication Is Quality
Domestic shopping often involves just two parties, the customer and the seller, but buying from abroad brings in more stakeholders. Each needs different information at different times, so sorting out who needs to know what, and when, becomes the quality of the service itself.
- Customer: Wants to know whether the product is right, what the total cost is and when it will arrive.
- Overseas seller: Needs accurate order details, payment and shipping address information.
- Package forwarder: Needs details of the incoming items plus inspection and packing instructions.
- Customs: Needs an accurate declaration of items and prices, plus importer information. Since December 2020, submitting a Personal Customs Clearance Code (개인통관고유부호) has been mandatory for overseas direct purchases (해외직구) processed through list clearance (Korea Customs Service).
That is why PMP treats stakeholder management as a subject of its own. Problems in overseas purchasing often come less from the product itself than from information that arrives late or gets crossed. A single communication plan heads off many problems before they start.
Predictive, Agile, Hybrid: Choosing the Right Approach for a Purchase Request
While preparing the PMBOK Guide, Seventh Edition, PMI explained that practitioners should choose the approach that fits the work: predictive, adaptive (agile) or hybrid (PMI). Founder Jayden also began his PMP studies by understanding the differences between these three approaches.
- Predictive: Requests where the model name and options are certain. Locking the scope at the start and then finding and verifying according to plan is faster.
- Agile (adaptive): Requests with no fixed answer, such as “the vibe in this photo.” Narrowing down candidates while reflecting the customer's reactions works best.
- Hybrid: Fixing the time and quality standards while keeping the search approach flexible within them.

Lessons Learned: Turning One Problem Into an Improvement for the Next Request
Projects end, but the learning should stay. The PMBOK Guide stresses recording lessons learned consistently because not repeating the same mistake is the surest way to improve quality.
Buying agents handle similar types of requests again and again, so lessons learned pay off especially well. A customs or seller problem you've run into once becomes a line on the checklist that protects the next request.

An overseas purchase that missed an item excluded from list clearance
- 1A customer asks us to buy a health supplement and a T-shirt from a US online store in a single order.
- 2If both items arrive in one box, the presence of an item excluded from list clearance could put the entire shipment under a regular import declaration.
- 3Looking into the cause, we found the problem: we had checked only the product price, not the item classification.
- 4We add an item classification check before ordering to the checklist and change the process so customers are told about customs procedures and expected costs in advance.
Problems with the same cause decrease, and instead of facing an unexpected customs process, the customer can wait for the product on a schedule they were told about in advance.
